0 * 16^1 + 9 * 16^0 = 9
15 * 16^1 + 9 * 16^0 = 249
1 * 16^1 + 1 * 16^0 = 17

etc..

Yeah, I just wanted to sound smart. But that’s how you figure it out. I have no idea what it means, or even where it’s from, but.. whatevs.
